Program Description
The Virginia Small Business Finance Authority (VSBFA) is the Commonwealth of Virginia's economic development and small business financing arm. We help Virginia's existing businesses and those businesses that are seeking to come to Virginia through our extensive portfolio of financing programs. Although we do not offer grants, we add value by helping Virginia's financial institutions offer business loans that they might not be able to offer without our assistance. Whether you are seeking to purchase a building or some equipment, whether your business is for-profit or a qualifying 501 (c) 3 not-for-profit, whether it is a start up or has been in business for many years, the VSBFA is happy to talk with you and your bank about your business' credit needs. Our Programs
The VSBFA's portfolio of financing programs assist:
- ECONOMIC DEVELOPMENT efforts statewide by offering direct loans for fixed asset purchases such as land, buildings, & equipment, in conjunction with bank and other financing, to businesses, localities and Economic Development Authorities (EDA's) for projects of all sizes.
- SMALL BUSINESSES throughout the Commonwealth by making it easier for Virginia's financial institutions to make loans to small businesses by offering loan
guaranties and loan loss
insurance programs to reduce a bank's risk.
- EXISTING BUSINESSES that have been in operation for at least 3 years which have a small dollar, short-term financing need. For borrowers with a good credit history, our small business micro-loan program may be just the answer. Application Form.
- Businesses seeking to create jobs in SOUTHERN VIRGINIA'S TOBACCO REGION by helping banks provide fixed asset and working capital loans through our Southside Tobacco Region Capital Access Program.
- MINORITY-OWNED BUSINESSES through our Providing Access to Capital for Entrepreneurs
(P.A.C.E.) program which works in partnership financing from Virginia's financial institutions.
SMALL MANUFACTURERS & 501 (c) (3) NON-PROFITS by providing access to low-interest, tax-exempt bond financing.
- VIRGINIA'S TOURISM INDUSTRY through direct loans and loan guaranties in partnership with Virginia's financial institutions.
- LICENSED CHILD CARE CENTERS & FAMILY-HOME PROVIDERS by extending low-interest, direct loans for necessary items which banks have difficulty financing.
- SMALL MANUFACTURERS & 501 (c) (3) NON-PROFITS by providing access to low-interest, tax-exempt bond financing.

VSBFA Accomplishments
For 25 years, the VSBFA has partnered with the private sector to successfully provide Virginia’s small businesses with access to financing and supported Virginia’s economy with significant economic development benefits, such as:
- Helping businesses create and retain more than 24,000 jobs and facilitate more than $1.5 billion in financing for thousands of new and existing Virginia businesses.
- Leveraging over time $30 in private sector funds for every $1 in public funding.
- Returning $5.89 in new revenues to the state as a result of job creation efforts for every $1 of taxpayer money invested within the first year.
